Only when a user has no books loaned out for six consecutive months is the record expired. When this happens, a warning e-mail is sent as before. The user then has a chance to renew the subscription manually by going to the site and visiting the "preferences" page. You don't need to change anything in the preferences - it's enough to simply visit the page and hit the "I agree" button.
